Regional Energy Initiatives cover

This book focuses on the two intra-regional initiatives created for the development and integration of energy markets: the Energy Community and MedReg.

The Energy Community and MedReg, apart from their common strategic role in providing a much-needed stable regulatory environment for energy markets in their respective reference countries, represent examples of a diverse development of regional energy initiatives. The former is initiated by external factors and is an example of a top-down approach, whereas the latter is a voluntary bottom-up initiative of the countries involved. The way the institutional framework is built is not without consequences on the functioning and organization of the two regional initiatives.

The book assesses these different approaches and their consequences in the framework of the development of the Energy Community and MedReg, with particular reference to their impact on regional integration, energy policy and institutional change. The analysis is enriched with several case studies on the role of independent regulatory agencies, the promotion of renewable energy sources, infrastructure and interconnection development across the Mediterranean basin and the implications of exporting the EU institutional model. This book is aimed at policy makers, institutions, energy companies and academics to provide a better understanding of the economic and institutional eco-system that characterize the Mediterranean area.

'Cambini and Rubino have produced an important book for researchers, institutions and students interested in exploring the creation and development of regional energy markets in the Mediterranean basin and South East Europe. This well-written edited volume provides coverage of a number of important issues and approaches not commonly treated in the recent debate and brings the Mediterranean Energy markets back in the forefront of the discussion' -Roberto Vigotti, Secretary General RES4MED and Coordinator RE Industry Board of IEA

'Imperative for the study of the regional integration of energy markets. Interesting and comprehensive input on the advantages and difficulties of the development of the Energy Community and MedReg. Different regulatory processes, renewable energy and infrastructure projects in the Mediterranean region are all analysed. Under the excellent leadership of editors who are themselves authors of the key chapters, the reader finds thought-provoking contributions from recognized European experts. Decisive for the work of the Mediterranean Energy Forum.' -M. Teresa Costa-Campi, Professor of Economics, Chair in Energy and Environmental Sustainability, Barcelona University, Former President CNE 2005-2011

'In this valuable volume, Carlo Cambini and Alessandro Rubino provide a careful review of the two most important energy initiatives in the Euro-Mediterranean area from a regulatory, technical and institutional point of view. They clearly set out the ways in which EU energy strategy has evolved within its wider neighborhood, allowing the reader to appreciate the complex interaction and the rapidly changing framework that characterize energy cooperation in the Mediterranean basin. The book provides also an important account of both MedReg and Energy Community experience. To my knowledge, this is the first systematic review of such initiatives and may represent a very useful reference for researchers and policymakers.' - Dr Matteo di Castelnuovo, MaGER Director, Department of Economics, Bocconi University, Italy

'Cambini and Rubino's book moves the debate from a Euro-centric approach to energy market integration and regulation, towards a Euro-Mediterranean framework that allows readers to grasp the new paradigm that is now penetrating the academic debate as well as policy making. This book offers a systematic and essential review of the dynamic at play in the Regional energy initiatives in the wider EU neighbourhood and represents a fundamental reference for those interested in understanding the origin, rationale and future of the forthcoming Euro-Mediterranean Energy free trade area.' - Michelangelo Celozzi, Secretary General Med-TSO

'The regional approach and the acquis communautaire are key drivers of the excellent work carried out by Cambini and Rubino. A stable and fruitful cooperation among the main regional actors becomes the best instrument for energy market development and integration. This message has been very well underlined in this valuable publication that I strongly suggest to all interested parties and energy experts.' -Fabio Tambone, MEDREG General Coordinator
