The present publication is intended to provide a general introduction to the work of the International Law Commission, with sufficient references to facilitate further research. Volume I contains a discussion of the nature and role of the Commission, as well as of its programme of work, working methods and relationship with Governments and other legal bodies. Volume II reproduces, in two annexes, the full texts of the final draft instruments prepared by the International Law Commission and submitted to the General Assembly for its consideration, as well as of multilateral conventions adopted by diplomatic conferences convened under the auspices of the United Nations or by the General Assembly itself, on the basis of draft articles prepared by the Commission.
